## What’s new

- Project dossier plugin: /project-dossier maintains PROJECT.md, the facts layer for identity, site, zoning, program and code, with every entry sourced and dated. /decision records the reasoning layer as numbered decision records with context, options considered, the call, consequences and a status of proposed, decided or superseded. Records are never deleted or renumbered.
- Eleven analysis skills now read the dossier before fetching, append their findings after completing and propose a decision record when an analysis forces a choice, such as a zoning path, code edition or GWP threshold. Collaboration uses plain files and git.
- Native subagents: the seven agents moved into their plugins with name and description frontmatter, so installing a plugin registers its agent for automatic delegation. /studio still routes to them.
- Automatic hooks: the three hooks moved into the dispatcher plugin with a hooks.json, so enabling the dispatcher registers them.
- slide-deck-generator is restructured for progressive disclosure: the skill file drops from 869 to 145 lines, with slide types, the HTML template and image handling loaded on demand.
- Descriptions for nyc-acris, nyc-bsa, nyc-dob-permits and nyc-dob-violations are rewritten with trigger and boundary phrasing, and allowed-tools is added to occupancy-calculator, workplace-programmer, color-palette-generator and slide-deck-generator.
- Rules documentation now states enforcement honestly: two rules are enforced by hooks (disclaimer and CSI) and five are advisory conventions.
- The unsupported user-invocable frontmatter field is removed from 25 skills; skills are slash-invocable by default.
- README counts are now 39 skills and 10 plugins, and the architecture diagram shows plugin-native agents and hooks.

## Upgrade and migration

- The manual settings snippet for hooks is retired. If you merged it into your settings, remove those entries, because enabling the dispatcher plugin now registers the hooks.
